The DIR_CONFIG entry could look as follows:

                 create target dir

Once configured, each user issues the following command:

         touch ~/data/wmo/<your user name>@<your hostname>

So usr1 on ubuntu issues the following command:

         touch ~/data/wmo/usr1@ubuntu
